Is this universal clipboard another name for the handover feature?

Or is this something completely different?

As ET said, you log into iCloud on the Mac to system preferences. Look for 
iCloud in the preferences and find your way to the signing process.
Use universal clipboard simply copy what you want and then paste it on the 
other device. The way it works is that the poppy material is transferred 
through the clouds for your iCloud account and made available to all the 
devices signed into the iCloud account. It's transparent to the user.
