I'm not sure specifically which VPS he's planning to use, but if you do a 
search on Apple VPS, you'll notice some specific results.  They seem to be 
quite robust systems, but I'm not sure of their usability from an accessibility 
prospective.  I'm in contact with some folks regarding the passing through of 
VO-keystrokes and returning of VO audio.  WE'll see how responsive they are 
with me.

I've never tried it with a VPS, but essentially, the answer is "No", with some 
conditions.  The Mac OS does not pass through the audio from the remote device, 
thus you're unable to know what is happening on the remote machine.  Yes, ARD 
will control it just fine, you just won't know what's going on.  If OS X Server 
is installed on the VPS, then you can administer that Server with the Server 
app on your local Mac machine, but the initial installation of the Server 
software on the VPS may require sighted assistance.  There's also much that can 
be accomplished using ssh and Terminal, but regular GUI control with VO will 
not work for you.  What seems to happen with ARD and VO commands is that VO 
will remain in control of the local device and there appears to be no method by 
which the VO commands can be redirected and therefore passed through to the 
remote client.

If someone knows better, I'd love to be enlightened.
