The biggest problem with me getting into Chrome OS, for me at least, is
that there is no usable MUD client for that system, neither is there one
for Android, either. So Windows still has me with that.

limitation of CV is that it does not work with the MacOS menu items etc.
That is, it is a screen reading solution for everything within the
web-content of the Chrome browser, but does not announce the MacOS aspects
of the browser window nor the MacOS menus. In a ChromeBook, this is not an
issue as everything that CV needs to access is speakable.
Regarding Admin tools, you'd likely need to look in the Chrome Web Store.
As in the MacApp Store, the Chrome Web Store has tons and tons of apps. I
suspect that there are such tools that you're speaking of, but cannot
confirm right now.

live in a handful of cities. I don't even know how they are chosen. If
anyone knows, please enlighten me. Bad luck to Ireland who will lose their
big store thanks to the EU's greed re taxes.
