I also have a problem with Talking Tuner app. It no longer talks the note on a regular basis. Sometimes it does, sometimes it doesn't. Although, I find that touching the screen and flicking gets me to the display of the correct note, it just doesn't speak it. As far as your question I'm not really sure there is one way to find out though.
