The new file system is not a rumor it was talked about duringWWDC. Also, the Arz Technica review of Sierra included a bit about the new file system. Some of the key benefits are copy on write for individual blocks of a file, so if you tell the OS to duplicate a directory, it will not actually make a completely new copy of all those files, instead it will just create a new iNode. Then if one part of the new file is updated, the iNode will be updated so that the only the changed areas are on different blocks. It will probably mean a complete rewrite of Time Machine. It will also add more native support of attributes currently used to protect system files from corruption.
