Verizon was one of the only networks available during Katrina for example. AT&T uses battery backups good for 8 hours but does not have generators. AT&T has a big investment in a thing called cows or cells on wheels. They can roll a cow to a site that’s diminished or needs more capacity. They were for ever rolling them around San Francisco for a lot of the rock festivals. Verizon has some of these but fewer as they tend to over engineer the permanent cell site. Remember in earthquakes other things can break for example fiber trunks or the towers can fall over. Another thing, all the carriers have generators and battery backups on their central offices. Cable providers usually have batteries on the cable head ends and terminals.
