I've reported this repeatedly to Apple during the testing period.

I have installed latest OS Sierra on my May 2014 Macbook Pro.  Whenever I shut 
down my computer and then boot it again, I can't immediately start the log-in 
process because something prevents VO focusing on the right fields where I can 
put in my credentials.  Vo keys do not respond.  I've asked a sighted person to 
tell me whether there's a window covering the log in screen but they have told 
me that there isn't.  In order to be able to log in, I have to perform the 
simulated mouse key with vo+shift+spacebar.  Only then will I hear Voiceover 
say "Users".  This is obviously an irregular behaviour, and I was  wondering 
whether anybody else on the list have experienced this?
