You might try vo+v which brings up a speech control menu. Verbosity is
among the items. The changes persist in my experience.

If you?re not familiar with this procedure, here?s what to do.
Shut down your Mac, then hold down the following keys: Command, Option, letter

button. Keep the four keys held down until you?ve heard the start up chime four
times. Your Mac will then boot normally.
