Hannah and all The commanders pain of VoiceOver Utility is the place to go to look up existing commands and add new ones if allowed. For example, in the trackpad tab, clicking assign commands will reveal the existing gestures as well as ones you’ve assigned yourself. So, in answer to whether you can open apps or not, a one finger double tap, the same gesture used on iOS, should open apps as, like its iOS counterpart, activates the selected item.
