Hi matt, I've never found a way to do this using VO. The best solution I've come up with is simply sorting my contacts so the online ones appear first. This is an alphabetic list, so when a name with an earlier letter appears I know I've reached the contacts who are offline. However, (and I hope I've also missed something) I've never been able to determine whether, as you ask, someone is "offline with voicemail".
I haven't found a way to read mood messages and the like, though others might have. Interestingly, when the Accessibility Inspector is run over the Skype UI, the information is all there, but because of poorly implemented adherence to the apple accessibility standards, we can't, to the best of my knowledge, access this type of information.
