Just had to do this the other day!
You have two options:
You can either route mouse to VO (VO+CMD+f5), do a mouse down (VO+CMD+space), 
use VO commands to move where you want to insert the track, and then press 
VO+CMD+space again. This will move the track one position above the place you 
moved to.
Or, use the clipboard (copy/paste commands), but this will duplicate the track 
(so you’ll need to remove the other copy). Cut doesn’t seem to work, but move 
(CMD+option+v, like in Finder) might work, haven’t tried it.
There may be more efficient ways of doing this, but that’s what I’ve figured 
out so far.
