VO is configured to use both the CTRL and CAPS LOCK KEYS, and in fact this is 
working. Pressing CAPS LOCK+K triggers VoiceOver’s keyboard help, as it should. 
The issue is the side effect of also having caps lock toggled on, which is 
unexpected behaviour. Perhaps this has something to do with my configuration in 
Karabiner and Seil, third-party keyboard remapping tools which I use. I think a 
few others probably use these utilities so I’d love to hear from them. Is 
anybody else noticing the same behaviour?
