Easy to do by using drag drop and move directly on the screen. Have
you tried this?
Double tap and hold an icon. As yhou move it, Voiceover will tell
you where the icon is. If you want to move it to another page, VO will
tell you as it approaches the border. To create a new folder, drap an
icon on top of another.
Be patient, pay attention to VO and you will achieve success.
