No, you do not * have access* to 700 mhz with a 6+.  Only the 6S and 6S+ 
support the 700 mhz band.  The previous versions of the iPhone do not support 
this band and support the 1800 to 2300 MHZ band for T-Mobile only so it won’t 
penetrate that building most likely.  THat’s almost certainly the problem.  I 
have a 6S+ and lock on to band 12 no problem deep inside large steel and glass 
buildings with out issue.  Also, the radio in general in the 6S / 6S+ / SE is 
better and more sensitive and locks on to towers better than the 6.  Each 
iteration of the iPhone has had improved radios for the most part but the jump 
from the 6 to the 6S was significant as was the jump from the 5S to the 6.
