This command only lists application and System windows like Please enter your password or command help.
So the Mail help window shows up in the finder window list, but none of the mail windows. VO-F1 twice gives you a listing of all applications then a right arrow will list the windows associated with that applications. You can also try control up which might bring up mission control including an area that has all windows. .
