I don't know much about the downloading portion but a web archive is
supposed to be all the stuff needed to load up a web page in Safari
without an internet connection. So you can save a page as a web archive
and then peruse it when you're offline later.

Hello again all:
I have a question about files that are designated as web arkive. Typically I
encounter these when someone has posted either a dropbox or google drive file
that they want to share with me. But when I try to download it it doesn’t
actually download, only the link to it on the internet is downloaded. What are
these and is there a way to get the actual file? What does the person posting
the file have to do to avoid this?
As always, many thanks in advance,
Jean
