OK. Filling out PDF forms can be done with Skim, but it’s complicated. It’s best if you have installed the utility MoveMouse and you should go to VoiceOver Utility and check the checkbox to speak item under mouse and set the delay to zero. Navigate to the character to the left of the field to be filled in and bring the mouse. Do MoveMouse Right three times then double click with VO-Shift-Space. Type in the appropriate information. When you look again at the field you won’t see anything unless you press VO-Return, at which point VoiceOver will read what you just entered.
If this is too awkward for you, you’re stuck with using PdfPen Pro which is rather expensive.
