Hi, Although this is a question best for the viophone list, your assertions are correct. You need to do that very very scary step of erasing all data and settings on the iPhone. That will allow you to set it up as a new device and you’ll have all the same options as you did originally, including backing up from an iCloud backup.
Note, that if you have any apps that have been removed from the app store, you will not get these apps back. I therefore suggest you also do a manual backup to iTuens, which is probably a good idea in general, just in case. The backup will take a good amount of time to restore from iCloud, so be patient.
