My clean install is finally working ok but I too have some tweaking I need to do. I discovered that one can export and import VO utility settings. Can also reset those settings too which I do not want to do at this point. These options are on the VO utility file ,menu.

I plan to finish setting up the apps and adding my license codes to them tomorrow. Then do more tweaking.

Into system preferences and network I found I had to VO  up / down
arrows to move between the services Wifi / Ethernet etc.

Things that should be just a case of an up or down arrow key press need me to 
use the VO keys to scrole up / down.

I've wiped the machine and reimaged the machine with a new install of el capitan
   But still no change,
I'm going to have to kill my bootcamp installation and see if that
corrects anything

But again that's a last resort.

       Not so fast. I had the same issue when I booted up this morning. I did 
another cold boot and will do a couple more later just to make sure.

         10.11.3 was giving me some problems so when 10.11.4 was released, I 
decided to do a clean install with it. Even before I have reinstalled anything, 
that is not working out so well especially with Voiceover and either wired or 
Bluetooth headsets. When I try to view items in Finder, audio is routed to 
system speaker. Anyone seen this?

         Thinking about trying 10.11.3 again.
