Most accessible virtual machine application is VMWare Fusion.
I am pasting below the address of the archive page of all the messages from 
this list.  If you search for VMWare fusion or fusion, you will find many 
threads there discussing running windows in VMWare Fusion with VoiceOver.  Just 
a little tip: on the archive page, once you find a thread of messages you want 
to follow, control+n and control+p will take you to the next and previous 
message in the thread.  You may want to bookmark this archive page for future 
reference. It's a great resource.
