If you just tick the contacts box in iCloud on your iPod and make sure the contacts is ticked on your phone you wont have to do anything it’s all magical and done for you.
Little cloud people push things out to your devices from the iCloud world. If you have them in different groups you may have to combine them with a cut and paste move but in general, if you’re syncing devices to iCloud you should be able to see the same contacts on one as the other and when you add a contact to one device it populates your others.
