Hi, Skype can announce incoming calls, outgoing calls, who's connecting and disconnecting and so-forth natively. I'd imagine that, if no one has sent this suggestion to Skype about chats, it probably won't happen. I don't think it's something VoiceOver should do, at any rate. I always interact with the chat frame, then use VO-Shift-End to go to the last chat. I don't find it too problematic.
