Same here, although I don't shut down Voiceover. What I do is command+tab out of the app store and then press that same command again to go back in and usually Voiceover behaves properly. Actually, this has gone on in the early stages of El Capitan. I've sent them feedback about this issue several times and yet they still haven't fixed it. Here's hoping they will in 10.11.3.
