iPhone 5. Its almost instant, either with wake button or home. Sometimes the focus is elsewhere but still, extremely short delay then the time is spoken.

I find this quite an important feature.  Often I will just feel into my shirt 
pocket to press the home button  and hear the time whilst waiting on Train 
platforms etc. .
The reported loss of  this feature in the last iOS update prevented me from 
upgrading. Apparently you had to swipe around the screen to hear the time. This 
is awkward to do if your phone is stashed away in a pocket. I will continue to 
resist upgrading if this feature has not been fixed.
