I designed a key part of the system they are using all be it for another carrier but I’m familiar with the features that not only the head end aggregator but the far end local clients have available.
What you get is on the customer side you get a small web interface that’s part of your carrier log in page where you might pay your bill or change your plan. You can add numbers here which are then looked up against a database and the IMEI populated in to the access list on the device itself.
