The Apple Speech API has changed in El Capitan and Voiceover seems to be sometimes writing the speech out to disk rather than playing out the audio. Other apps seem to work correctly, but Voiceover is not working correctly. We're going to keep looking into this. So basically, bottom line is, because Apple changed the speech API in El Capitan, Cereproc can no longer be used with Voiceover.
