Hi Andrew, I experience the same issue. Hotspots on my machine were never very reliable but connected to an activity it worked most of the time. Since El Capitan it’s nearly impossible to use Hotspots either via an activity or not.
I wrote this to accessibil...@apple.com but they couldn’t confirm or duplicate the issue. So it might be good to send them an e-mail as well.
