If you go the "say" route you can embed commands in the text to change the speech. For example

say "Hello [[pbas 60]]World" -o test.aac

adjusts the base pitch up for World and writes it all out to a file called test.aac. Say doesn't appear to support directly writing mp3 but you can convert your files later. You can find an explanation of the commands on Apple's page under Embedded Speech Commands:
