If you have installed home-brew 
http://brew.sh
you can go ahead and install:
tesseract (An OCR), unpaper (scanned image postprocessor) and Imagemagick.
Then check out PDF Sandwich
http://www.tobias-elze.de/pdfsandwich/
and built it.
This will add a text layer to your image-only PDFs which you can then read 
just like other PDF files.
 These are all command line tools so they are accessible by nature.
