I have only just started using Word on my Mac by utilising my 365 subscription.
As far as I am aware I have the latest update but when I go to the About Word menu it says I have version 15.14 (150911) and not Version 16. However my version does seem largely assessable. In my version I am not seeing the behaviour you describe. I can option both left and right arrow and hear Voiceover announce words just fine. I can also get the same result by using VO right and left arrow.
