Two different things, and I'm not sure which the OP meant. Text boxes (which VO usually calls "edit text") can indeed be typed into without interacting. Just remember that focus will always stay at the top, as far as VO is concerned; typing and navigation will work normally, but vo-a (say all) will read from the start, no matter where in the text you are. Interacting will sync things so that vo-a will read from where you are, not the top.
