Hi David, As the family organizer, you are responsible for paying for all the app purchases.
If you remove somebody from the family, I think that you keep the apps you bought, but you can no longer share them with that person. As far as I know, you can’t purchase only one type of thing as the organizer, but let them purchase things with their own credit cards. As a way around this, why not get everybody i tunes gift cards? This way, apple will take off their purchases from their gift allotment before they charge your card, as long as they have credit on their gift card..
