It's a mode that enables quick navigation (hence the name) in VoiceOver. If I'm 
on a webpage and press h, nothing at all happens. If I turn Quick Nav on and 
press h, though, I move to the next heading. Plus, Quick Nav super-charges your 
arrow keys. Instead of moving the ways they usually do, they turn into a rotor, 
vo-space shortcut, and vo-left/right shortcuts. Up and left will rotor left, up 
and right will rotor right; up will move to the previous rotor selection, down 
will move to the next one; left will do the same thing as vo-left, right 
vo-right; up and down together will perform a vo-space; left and right together 
will toggle this mode on and off.

As useful as it is, there are drawbacks. If you go to type something and forget 
to disable Quick Nav, your typed characters will be interpreted as commands 
instead of text input. Plus, arrowing becomes unreliable, since up or down 
arrow move by rotor item and not line, or table row, or menu item. Most of the 
time, VoiceOver does a good job auto-disabling Quick Nav for typing, or setting 
the rotor to the right thing so your up and down arrows work as expected. It 
can fail to do this, though, and that's when confusion and frustration can set 
in. I don't use the option much, mostly because it gave me such grief back when 
I was learning the Mac that I always kept it turned off and I rarely have 
occasion to turn it back on now that I'm used to not having it. It's a personal 
choice, though, and many people love Quick Nav and use it all the time.
