I've never had much trouble with the Feedback utility on El Capitan beta apart 
from the fact that it seems to suggest every time that I should attach a file 
when actually files have already been selected and attached by default.  
There's a scroll area with which one has to interact but that's pretty easy 
once you've interacted with it.  If you are talking about El Capitan, you need 
to use the Feedback application to report bugs.
