I've not seen anything quite like this, but, did have a problem where  
Zoom and VoiceOver would fight over the cursor when typing text in  
mail and even some in safari.  I solved this by turning off "Voiceover  
Cursor follows Insertion point".  Of course this wouldn't apply to you  
if unless you were using VO along with Zoom.  I haven't noticed any  
problems with safari like you are having, and I do have Zoom following  
keyboard focus.
