Some clarification is necessary before you can receive any real answers to this 
question. First of all it appears to me you want this to be web based. Writing 
web apps or even websites is immensely different than writing an application 
that runs on iOS or OS X. App development (both kinds of apps that I’ve 
mentioned above) has been my job now for several years.

Now on a very basic level it sounds to me like you just want a forum that 
allows for anonymous posting. Developing this yourself requires a lot of skill 
because as soon as you allow people to write information on your server you are 
allowing for all kinds of injection attacks. If I were you and I was trying to 
accomplish this goal I’d look at using some pre-made forums from developers who 
have been doing it for years and have sealed up all the security breeches 
you’re bound to leave open if you attempt this yourself without experience.

If you’re looking to develop this on the mac or the iPhone you’ve just 
restricted your user-base to apple people. Now I love apple people but your 
email eludes that you need anybody from any device to be able to ask a 
question, that means you simply must have it be a web app. If you have any
