I jus spoke to Apple, and we have gotten the issue of why I was seeing that problem with a passed purchase message resolved for the most part. Turns out, the problem was indeed on their end, not on mine.

Unfortunately, that is really all that I really am at liberty to say right now. I will say this though, on the up regarding accessibility, there might be some policy changes made in the next while here at Apple, regarding purchasing content from ITunes. If, the people I'm directly in contact now with at Apple take my case seriously, which it looks like they're doing, then this could be an absolutely beautiful! day for people like us once the policy goes into effect. Again, I'm not at liberty to say more for now, but if my plan works, which so far it is, then Voiceover users like all of us on this list will have some added level of protection when it comes to purchasing apps. Again, I've probably said more than I should for now, but let's just keep our fingers crossed.
