VoiceOver not speaking only happened to me once, but when it did, nothing worked except going to Music and having my husband fix it. I’m glad it worked easier for you. I do know someone who had this happen to him more. That’s how my husband knew what to do to fix it. As I said, this has never happened to me yet in IOS 8.
