I have had to start using Nisus Writer Pro to read PDFs as I no longer find Preview usable. Interestingly I can no longer find the scroll area you describe. I have experimented with single page and continuous scroll view but might appear to work. I find is something called PDF content group, if I interact with that all I find is something call static text. If I interact with that I simply get an error sound if I try and reading or navigation commands.
