position in the cell where you want the popup. then go to inspector with the VO+J command and select the cell radio button. Now, VO right to the scroll area and interact. there will be a data type popup field right at the top. press enter or vo space on it and arrow down to popup and press enter. You can populate that field by adding items to a table there I think (I’m working from memory).
When you’re don, stop interacting with the scroll area and return to the spreadsheet with the jump command VO+J.
