Hello Donna,

I saw something like this a few times since I have upgraded to Yosemite. I 
turned off quick keys and that seemed to mostly help. I have noticed issues 
that I can't yet fully explain with panels asking for passwords and the VO keys 
not allowing me to actually type into the username and/or the password field. I 
have been able to resolve by 
1. making sure that speak item under mouse after a delay is on.
2. Moving the mouse until it says it has entered the window with the password 
prompts and then clicking the trackpad. I think I was also able to route mouse 
to voiceover cursor and then immediately clciking the trackpad.
Let me know how this goes,
