This is a setting that you can turn on or off in utorrent.
Press command comma to open the preferences.
Go to directories.
Find the checkbox that says "automatically load torrents from" and check it.
Navigate to the right and you should be on a pop up button for selecting the 
folder you want to load torrents from.  It should probably say downloads and 
that is fine.
Press command w to close the preferences window.
