This happened to me at first also. Here's a sequence that should work for you. First, an explanation. It sounds to me like you are in a window where you have computers as a choice on the left hand side and the menus on the right. Assuming this is so, do the following.
1. Move as far as you can to the right until you hear the boundery sound indicating you cannot move further. 2. Here, you are most likely in the manu structure, press the okay button once. 3. Now, the top most option is the general menu which is the one you want, so, make sure you up arrow until you hear the window boundary sound and press okay. 4. Now, you are at the top of the general menu. Accessibility is the thirteenth option down from the top, so, from here, press down arrow twelve times and press okay. 5. Now, the Voice Over option is a toggle switch right at the top of this structure. Press okay here and Voice OVer should turn on for you. The reason why holding down the home button did not do the job for you is this. By default, the quick accessibility menyu is turned off. It needs to be turned on once in the main accessibility menu.
