If you have not set your  FKeys to act as software function keys in system 
preferences, then you’ll also need to hold down the function key along with the 
F2 and VO keys.
This is done in system preferences/Keyboard/keyboard tab. Arrow right to the 
button that says “use all f1, f2 etc keys as standard function keys” and check 
it. Now, The FKeys will act as software function keys, and you must add the 
function key to the FKey in order to perform the associated hardware function 
(brightness volume etc).
