When you restore from iCloud backup, during initial setup or in Settings > 
iCloud, you can choose which backup to use. Have you done this and found it to 
not work? If so, what error did you get?

I'm not sure, but if the phone is past its setup screens, you can always go to 
Settings > General > Reset > and reset to factory defaults that way.

Not Apple Pay as our bank doesn't support it, but my mother and sister both 
have Touch ID and it always works for them.

It costs to upgrade the amount of storage you have, but using iCloud drive is 
free unless you need more space on it.
