You don't need to unlink your computer from Dropbox. If you install OS X
from scratch, Dropbox should just download all of your files again, or
you can just make a backup of your Dropbox folder before the install,
put it back in when done and again, DB should realise you already have
everything and not duplicate your files.
For mail, everything such as your messages and rules is stored under
~~/library/mail. You can just copy this folder out and back it up to
another drive if you want to save it and, just like with Dropbox, paste
it in when done. Mail doesn't back these up to any other location like
iCloud though so if you can't back up your files to another drive first
you should consider creating filters on your mail server, which will
give you the added benefit of the changes being reflected not just on
your Mac but the web mail interface and any other devices you use to
check your mail like an iPhone.
