Thanks, Jeffrey; I didn’t think to do a forget and restore on the WIFI, but removed a lot of networks I will never connect to again recently. I have done about three permission repairs, and I, too, had no luck toggling VoiceOver repeatedly, thus my shutting it down cold by holding down the power button til it hard-crashed. VO works fine now.
