Hi,

It sounds like something is physically wrong with the touch screen, similar to 
what can happen to the Trackpad on a laptop.  If this is the case, it will need 
to be taken to an Apple Authorized repair place.  You could try restoring it 
using iTunes but if the touch screen is the problem, that will accomplish 
nothing.
