Hi, I was having issues with this as well at one point. I tried most of the things I could find around the Net that occasionally worked for folks in the sighted community who were having the same problem. No luck. I decided to restore my iPhone, then restoring from my latest iCloud backup. Everything works flawlessly now including receiving and sending SMS messages and the continuity feature of using my iPhone through my Mac. It was a last resort as I don't particularly care for restoring but it did the trick.
