Yes, this is the case. It's never bothered me as I like to scan books  
chapter by chapter. I realise this isn't easy for anyone who can't  
locate chapter divisions. I use my optacon for this, and for  
discovering the correct text on the rare occasions that Readiris is  
unable to identify a piece of text.

Have you set the file type to TIFF, and set all TIFF files to always  
open with Readiris? You do this by selecting a TIFF file and pressing  
Command-i to get info. Then use the item chooser (VO-I) and type "op"  
to find Open With. Set the default application to Readiris and click  
Change All. This should solve your problem with VueScan.
